Automatic COBRA Event Processing:
Manage COBRA events automatically with the programmed triggers that identify employee and dependent transactions that are COBRA qualifying events (Termination, Death, Marital Status Change, Reduction of Hours, Student Reaching Age Limit, etc.). When an employee or their dependent becomes eligible for COBRA participation, the system will notify the COBRA Administrator by e-mail and create the COBRA record which includes the Notification Due Date, Qualifying Event Reason and the Benefit Plans for which they are eligible to elect (defined as part of the benefit plan setup). The transaction then automatically appears in the “View COBRA Transactions” option reviewed below.

View COBRA Transactions:
Manage the timely notification of your HR staff (COBRA or Benefits Administrator) using the View COBRA transactions window which displays a viewable and printable grid showing all recent COBRA transactions. When you double-click on one of the records it will automatically take you to the COBRA Processing Window and display that specific employee’s record.

COBRA Administration Processing:
Manage the entire COBRA administration process from the COBRA Processing Window which administers the transaction processing and history for employees and dependents that are eligible for COBRA coverage. It manages the responsible parties, notification dates, acceptance, reasons, extensions, history of documents (letters, forms, payment coupons, etc.) that have been created for this participant, tracks the initial benefit elections and subsequent election changes and tracks dependent information including their elections and contact information.

Batch Transaction Processing:
Manage and process transactions for a single participant or groups of participants including Notification Letters, Coupons, Non-Sufficient Funds Letter, Late Payment Notice, Eligibility End Notice, Termination of Benefits Notice, HIPAA Certificate and 2nd Qualifying Event Notification.

Payment Processing:
Manage payments made by employees and dependents for their COBRA covered benefits. The payment entry window collects all relevant payment information including responsible party, monthly payment, paid to date, total due to date and what benefit plans are elected under COBRA. The payment detail tracks payment, date, premium cost, administration fees, adjustments, check number, running balances and allows for extensive comments to be added.

Payment Register:
Manage a snapshot of COBRA Payments that have been entered by viewing the Payment Register which displays COBRA participants and their payment transaction information.

COBRA User Defaults:
Manage and define the legal timelines, guidelines and defaults for your COBRA administration including notifications, payment terms, expirations, administrative fee percentages, criteria for Qualified Events, age limits for Students, Service Fees, designation of a COBRA Administrator and many other user-defined parameters.

COBRA Document Management:
Manage your own library of Letters, Forms, Payment Coupons and any other documents required for COBRA communications between your organizations and your employees and dependents. Easily create user-defined templates that include your specific text and all relevant data fields in the COBRA tables for automatic mail-merge capabilities. A standard library of templates which can be used as-is or modified is provided. Documents can be assigned to specific events for generation when those events take place (Termination, Death, Marital Status Change, Reduction of Hours, Student Reaching Age Limit, others).

COBRA Reporting and Data Import/Export:
The COBRA Module includes 8 Crystal Reports and 10 Browse Reports and many standard letters, forms and payment coupons. Custom reports can be created quickly and easily using Crystal and Browse reporting tools and the COBRA Letter Template builder. Some of the standard reports include COBRA Participants, COBRA Late Payment Due and COBRA Termination. COBRA information required by all the parties that are involved in the COBRA administration process (HR and Benefits Staff, Insurance Companies, Brokers, Payroll Providers, Third-Party Software systems and government regulators) can be easily and accurately reported, exported and imported.
